628100c19f build: Replace Autotools with Meson 
Quick rundown of benefits:

- Much faster:
  - Autotools (with autogen): 22 seconds
  - Meson: 7 seconds
  - Meson (with ccache): 2 seconds

- Simpler:
  - ~1000 lines smaller
  - Single simple language

- Potentially better Windows (Visual Studio) support

What is not done:

- Complete Windows support
- OSX support (easy)

25c6638ce4 travis: Add clang & CPUs & fast_finish 
HexChat seems to compile fine with clang so why to not test it too.
-j$(nproc) seems to work with HexChat and fast-finish marks build as
failed if one job fails.

Fast finish won't stop jobs that aren't finished at the time of failure.

- Use AM_GLIB_GNU_GLIB and IT_PROG_INTLTOOL
- Use gnome-autogen.sh
